银行要查实与承包商之间的协作关系与业务往来。原则上讲承包商应在取得保函的银行设立保证金账户，银行才能及时了解承包商的业务运行情况及财务状况，能够决定是否给予担保；在银行提供担保后，可以对承包商资金的使用情况实施监管,防止承包商将项目资金挪作他用，影响项目进行。若真出现代为承包商赔付后，也能得到相应的补偿。
